All about Cool URIs
Straight from World Wide Consortium, cool URIs do not change. But why do cool URIs not ever change? Because URIs that stay the same will never return a 404 error, unless the server malfunctions or the webmaster specifically tells it to. This means once you link to another page, that page should not ever change and that link should be valid for the rest of time. This why cool URIs do not change.
