It's still a big problem and I've had that very same issue. Even still today, people steal my content and sometimes they will rank higher than my site, even though I published the content first.It's an on-going process that Google is having to battle. And I think the problem of duplicate content is a bit serious. For instance: if a website steals a content of mine and this site has more rank than mine, Google shows in serp it, not my site!
