I find this slightly ironic, but someone at Google accidentally created a block so if you are being hosted by Google or blogspot.com, you could not sign up for AdSense.
AdSensePro Jennifer touched on this subject on the Google Groups recently to shed some light on the issue that people were having.
You might see this message if:
a) you try to sign up for AdSense at www.google.com/adsense using a Blogger blog or another website hosted by Google
b) you try to set up a URL channel that includes “blogspot.com” or another URL hosted by Google
Yeah…that’s not a very friendly way to welcome new publishers to your platform. “You’re using other services of ours, so you can’t make money with us..but thanks anyway!”
Jennifer has said they have a fix coming out soon for it, but no estimated time for it yet.
