Look at their Blogger and Googlepages services, both are 100% free. There are also other non-Google companies on the market that give 100% free Apache+PHP+MySQL hosting w/o any forced banners or so. They have more storage than they know what to do with. What better use of it than to offer a free service to the public which will let them dominate the market even more. It will also help them capture a lot more data out there and remain as the "owners" of the data. Basically, just another service you can use Google for. But I could be completely wrong. But not very practical. As Amazon S3 is for couple of years on the market now. And take the price of the service in consideration too.
